देश में 300 जिले ऐसे हैं जो अब तक कोरोना से अछूते हैं यानी वहां अब तक कोरोना के एक भी केस सामने नहीं आए हैं। इन जिलों में 4 मई के बाद हर तरह की कारोबारी गतिविधियां शुरू हो सकती हैं यानी यहां हर तरह की दुकानें, कारोबारी प्रतिष्ठान, छोटे-मोटे उद्योग, दफ्तर आदि खोले जा सकते हैं

129 जिलों में कोरोना वायरस के हॉटस्पॉट हैं यानी ये जिले रेड जोन में हैं। रेड जोन्स में हॉटस्पॉट्स से बाहर के इलाकों में ही कुछ मुमकिन है। हॉटस्पॉट्स में छूट मिलने की संभावना न के बराबर है। लॉकडाउन के बाद एक रणनीति तो यह हो सकती है कि हॉटस्पॉट्स से बाहर जाने या किसी बाहरी के वहां आने को पूरी सख्ती से रोका जाए और बाकी इलाकों में ज्यादा से ज्यादा छूट दी जाए ताकि इकॉनमी का पहिया भी आगे बढ़े। खास बात यह है कि मुंबई, दिल्ली, अहमदाबाद जैसे शहर जो कोरोना से सबसे ज्यादा प्रभावित हैं, वे उद्योगों व रोजगार के सबसे बड़े केंद्र भी हैं

शर्तों के साथ फंसे लोगों की घर वापसी को इजाजत

1. छूट का मतलब यह नहीं है कि अब लॉकडाउन में फंसे लोग कोई भी साधन पकड़कर घर पहुंच जाए। फिलहाल ट्रेनें तो बिल्कुल नहीं चलने वाली। प्रवासी मजदूर, छात्र, पर्यटक, श्रद्धालु आदि फंसे हुए लोगों के घर आने की व्यवस्था संबंधित राज्य सरकारें ही करेंगी।
2. इन्हें बसों से लाया जाएगा, जिन्हें यात्रा से पहले पूरी तरह सैनिटाइज किया जाएगा। इन बसों में ठूस-ठूस कर लोग नहीं भरे जाएंगे क्योंकि सोशल डिस्टेंसिंग का भी ख्याल रखना होगा। घर लौटने से पहले और बाद में ऐसे सभी लोगों की स्क्रीनिंग होगी, जांच होगी कि कहीं किसी में कोरोना के लक्षण तो नहीं। इसके अलावा घर लौटने के बाद उन्हें अनिवार्य होम क्वारंटीन या क्वारंटीन सेंटर में कुछ दिनों तक रहना होगा
3. डॉक्टर टीकू देशव्यापी लॉकडाउन को कम से कम 4 और हफ्तों तक जारी रखने के पक्षम में हैं। उनका कहना है कि जब नए केस लगातार बढ़ रहे हैं तो ऐसे वक्त में लॉकडाउन हटाना ठीक नहीं रहेगा। उन्होंने कहा, 'ग्रीन जोन्स में कुछ आर्थिक गतिविधियों को इजाजत दी जा सकती है लेकिन इसमें हमें बहुत सावधान रहना होगा
4. विशेषज्ञों के मुताबिक विकसित देशों के मुकाबले भारत में स्थिति अभी तक काफी बेहतर दिख रही है। 1000 मौतों को बेंचमार्क मानें तो भारत में जब 31 हजार से ज्यादा केस पहुंचे तब मौत का आंकड़ा हजार के पार पहुंचा। दूसरी ओर इटली में संक्रमण के 15113, यूके में 17,089, फ्रांस में 22,304, स्पेन में 21,571 और बेल्जियम में 15,348 मामलों के होते-होते मौत का आंकड़ा एक हजार पार कर गया था। यह दिखाता है कि भारत में अभी डेथ रेट कम बनी हुई है।
